During the war more than 18,000 Jews from Iraq, Russia, Germany, Austria, and Poland fled to China, one of the few countries that did not limit immigration or require visas or passports for entry. From 1943 to 1945 most refugees were restricted to a one-square-mile area known as the Shanghai Ghetto, where this photograph was taken after the war.
