Matsumoto taught himself the basics of photography while interned, as an American of Japanese descent, at the Granada Relocation Center, Colorado, during World War II. In 1944 he moved to New York City, where he photographed ordinary life on the streets of the city, including the V-J Day celebration in Times Square. He worked for Vogue Studio and later for the fashion photographer John Rawlings. His photographs were exhibited at the Museum of Modern Art (1948, 1950, 1953) and in a group exhibition (with Arnold Newman and Jim Steinhardt) at the Photo League (1949). They have appeared in such magazines as Modern Photography, ARTnews and U.S. Camera Annual. He opened a commercial advertising studio in 1950.
