Elkort received his first camera at age fifteen, after a prolonged hospital stay for polio. He studied at the Cooper Union School of Art and the Art Students League. In 1948 he joined the Photo League and remained a member until its demise in 1951. During his time at the League, he studied with Aaron Siskind, Lou Stoumen, and Paul Strand; outside of the League he also studied with Imogen Cunningham. Known for his photographs of the Lower East Side and Coney Island from the 1940s and 1950s, Elkort continued to photograph city streets after he moved to the West Coast.
