In 1935 the Works Progress Administration hired David Robbins and his fellow League member Arnold Eagle to photograph New York City slums. Their collaborative series was later exhibited at the Federal Art Gallery in 1938 as "One-Third of a Nation." Active in the Photo League in the late 1930s, Robbins taught courses on hobby photography (1938) and fundamentals of photographic practice (1939) and briefly led the League's film strip group (1939). He served as a judge in a membership print competition and participated in a League instructor's exhibition (1939). Robbins continued to work as a documentary photographer in the early 1940s.
